Sexual Predator / Offender Tracking Unit


In March of 2000, the Palm Beach County Sheriff's Office established the Sexual Predator & Offender Tracking Unit (SPOT). The unit is responsible for ensuring registered sexual predators and offenders comply with their conditions of probation and registration requirements within Palm Beach County. The unit also notifies the community of any registered sexual predator living within their neighborhood.

SPOT works closely with the Florida Department of Law Enforcement, Department of Corrections, Immigration Customs Enforcement, local police municipalities and the PBSO Tactical Unit. This partnership has been successful in tracking sexual offenders who attempt to abscond from probation or their registration requirements, the surveillance of high risk offenders and community sweeps.

05/07/2013 Mail Notification 

Raymone Cummings was declared a sexual Predator in Escambia County, Florida. He was adjudicated of False Imprisonment - Child Sexual Battery and Lewd or Lascivious Battery, Victim 12-15 Years Old. Recently, he relocated to a new address in Riviera Beach, Florida. Cummings' new address was verified by Detetive Kevin Umphrey. A Florida Department of Law Enforcement flyer was emailed to the School District of Palm Beach County for distribution. All daycare centers in the area of Cummings' residence were sent a flyer to advise them that a Sexual Predator had a relocated to their community.

04/19/2013 Mail Notification 

Roumount Knowell recently relocated to a new residence in Delray Beach, Florida. In 2004 he was declared a sexual Predator by order of Circuit Court Judge Jack Cook in Palm Beach County. He was convicted of Aggravated Battery on a Pregnant Woman, Sexual Battery With Force or Injury and False Imprisonment. Knowell's residence was verified by Det. Larry Wood of the PBSO SPOT Unit. A Florida Department of Law Enforcement flyer was mailed to the School District of Palm Beach County. Additionally, all daycare centers in the area of Knowell's residence were alerted to his presence in the community.

03/22/2013 Mail Notification 

Terence Martin Scott was released from prison in March 2013. Upon release, he established a residence in Pahokee, Florida. He was declared a sexual Predator by order of Judge Wennet on September 10, 2003. He was adjudicated of Sexual Battery by Adult/Victim Under 12 in Palm Beach County. His residence was verified by Det. Courtney Minton. All schools in the School District of Palm Beach County were notified of his presence in the community. Additionally, all day care centers in the vicinity of Scott's residence were sent a Florida Department of Law Enforcement flyer.

02/19/2013 Mail Notification 

Lee Ernest White is a sexual Predator. He was adjudicated of Sexual Battery by Adult/Victim Under 12 Years of Age in 2001. Upon his release from the custody of the Department of Corrections he established a residence in Pahokee, Florida. His address was verified by Det. Courtney Minton. Palm Beach County schools were notiifed of his presence in the community, as well as daycare centers in the area of his residence.

02/14/2013 Mail Notification 

Rodney Leitner recently relocated to West Palm Beach, Florida. In 2004 he was declared a sexual Predator by order of Judge Stephen Rapp. He was adjudicated of Lewd and Lascivious Molestation, Victim Less Than 12 Years of Age, Offender 18 Years of Age or Older. Upon his relocation to West Palm Beach his residence was verified by Det. Courtney Minton of the SPOT Unit. All Palm Beach County Schools were notified of his new address. Daycare centers in the area of his residence were sent a Florida Department of Law Enforcement flyer.

02/01/2013 Mail Notification 

Anthony Jerome White was declared a sexual Predator by order of Judge John J. Hoy in May 2002. He was adjudicated of Sexual Battery/Coerce Child by Adult. Recently, he relocated to a new address in Belle Glade, Florida. His residence was verified by Detective Courtney Minton of the SPOT Unit. When verified, White was in compliance with Florida State sexual Predator requirements. All daycare centers and schools in the area of his residence were notified of his relocation into their community.

01/25/2013 Mail Notification 

Sexual Predator Noel Reyes has relocated to a new address in West Palm Beach, Florida. Reyes was adjudicated in 1999 of Sexual Battery by Juvenile/Victim Under 12. His new address was verified by Det. Courtney Minton of the PBSO SPOT Unit. A flyer was sent to the Palm Beach County School District and all daycare centers in the area of his residence have been notified of his presence in the community.

01/24/2013 Mail Notification 

Marvin Alphonso Barber is a sexual Predator who recently relocated to Greenacres, Florida. In 1991 he was adjudicated of Sexual Battery/Injury Not Likely in Martin County, Florida. Upon his relocation, his residence was verified by Det. Larry Wood and he was found to be in compliance with all his requirements. Florida Department of Law Enforcement flyers were sent to all Palm Beach County schools. A FDLE flyer was also sent to all daycare centers in the area of his residence.

01/10/2013 Mail Notification 

On January 10, 2013, Detective Courtney Minton of the PBSO SPOT Unit verified the residence of Predator Oscar Alfonso Hidalgo. Predator Hidalgo was adjudicated in Orange County in 1998 of Sexual Battery/Coerce Child by Adult. He was declared a sexual Predator by order of Judge Jay Cohen. He relocated to Pahokee, Florida and upon verification of his residence he was found to be in compliance with all sexual Predator residential requirements. Daycare centers and the School District of Palm Beach County were notified of his presence in the community.

Robert Larkin is a sexual Predator who recently relocated to Pahokee, Florida. In 2001 he was declared a sexual Predator and was adjudicated in Pasco County, Florida. He was adjudicated of Lewd or Lascivious Molestation Victim Under 12 Years Offender 18 or Older and Sexual Battery by Adult/Victim Under 12. Detective Courtney Minton verified his address. Daycare centers in the vicinity of Larkin's residence and the Palm Beach County School District were sent a Florida Department of Law Enforcement flyer.
